Australia warning test shows Cell Broadcast blind spot

Australia's nationwide AusAlert emergency warning test reached millions of mobile phones, but some users did not receive the message, highlighting limits in how Cell Broadcast alerts are delivered.

Reports from across the country showed some people missed the test warning despite being able to make calls or send texts on their devices. The issue came down to whether a handset was connected to a mobile tower when the alert was transmitted.

Network limits

AusAlert uses Cell Broadcast rather than standard SMS. Instead of being sent to individual numbers through the messaging network, the message is broadcast from mobile towers to compatible phones in a defined area at the same time.

For users, that distinction matters. A phone using WiFi Calling can still handle voice calls and SMS over an internet connection, but it cannot receive a Cell Broadcast alert without an active mobile signal.

The limitation affects parts of regional and remote Australia, where households and businesses increasingly rely on satellite internet services such as Starlink for connectivity. In those areas, internet access may be stable even when indoor mobile coverage is weak or absent.

That means people can appear connected but still miss an emergency message. If a device is not attached to a mobile network when the alert is broadcast, it may not receive the warning at all.

Urban users are not exempt. People in office towers, basements, underground car parks, lift shafts and other spaces with poor mobile reception can also miss a Cell Broadcast message while the phone is off-network.

Once the broadcast ends, a handset that reconnects later generally will not receive the earlier alert. Timing and network access are therefore central to whether a warning is seen.

Common misunderstanding

Powertec Telecommunications, a distributor of wireless communications equipment, said the national test exposed a common misunderstanding about emergency messaging. Many consumers, it said, equate internet access and WiFi Calling with full access to mobile-based public warning systems.

"Many people assume that because they can make phone calls over WiFi, they'll automatically receive emergency alerts as well. Unfortunately, that's not how Cell Broadcast works. Your phone must have an active connection to a mobile tower at the time the alert is transmitted," said Eric Albina, General Manager, Powertec Telecommunications.

The distinction is especially important in disaster-prone regions, where bushfires, floods and cyclones can cut people off quickly and where indoor coverage or coverage across large properties may already be patchy.

Satellite internet has improved communications in many of those locations by expanding access to online services and enabling calls over WiFi. But those services do not replace a mobile radio link when an emergency authority sends a Cell Broadcast alert.

"Satellite internet services such as Starlink have dramatically improved internet access across regional Australia, but they don't replace the mobile network for receiving Cell Broadcast emergency alerts. If your phone isn't showing mobile signal, you may not receive these life-saving warnings," said Albina.

Coverage gaps

The issue also affects public understanding of resilience during emergencies. Consumers may assume that if they can browse the internet, stream video or place a call over WiFi, then all warning systems will still reach them. The test suggests that assumption does not hold for broadcast alerts tied directly to the cellular network.

Emergency agencies have adopted Cell Broadcast because it allows simultaneous delivery to large numbers of devices in a target area without relying on lists of mobile numbers or on potentially congested text messaging systems. The trade-off is that the phone must be on the cellular network at the time of transmission.

In practical terms, that may prompt more attention to signal availability at homes, workplaces and along travel routes, particularly in areas with a history of severe weather or natural disasters. It also raises questions about whether users understand the limits of hybrid connectivity setups that combine satellite broadband with weak mobile reception.

Public awareness

Albina said the test should prompt Australians to understand the difference between internet service and mobile network access in the places where they spend time.

"Emergency alerts are only effective if they reach the people who need them. Whether you're living in a remote community, travelling through regional Australia or simply working in part of a building with little or no mobile coverage, understanding how these alerts are delivered is essential," added Albina.
